REJECTED PROPOSALS ------------------ "Fees, Please" by root - Proposal 4849 failed quorum 3/13 Fees are paid by discarding cards and/or forfeiting pending draws. "Finite Library" by Goethe - Proposal 4847 failed quorum 1/21 Instead of the Library gaining a pending draw (an infinite number of times) when its hand size is low, it gains: * A pending draw when a card is checked out * A pending draw when the President (without 2 objections) discards one of its cards * Five pending draws when it has no cards and no pending draws and the President announces it * Set to five pending draws when this proposal is adopted "Quick Conclave Fix" by root - Proposal 4850 rejected 3/13 Each eligible voter has only one vote on a conclave. "Third Vatican Council" by Murphy - Proposal 4854 rejected 3/18 Cardinals are disqualified rather than qualified. If all cardinals are disqualified, then all are re-qualified. Repeal conclave quorum = 0 (overridden by general definition of quorum anyway). PENDING PROPOSALS ----------------- "Chamber Fix" by Goethe Knowingly distributing a stalled proposal is a crime. Any player can make a stalled proposal democratic without objection. The Speaker can do so with support. "Fixing Your Turn" by OscarMeyr - Proposal 4855 "Your Turn" has no effect if a player with no cards is indicated. PROTO-PROPOSALS --------------- "Cardbook-Carrying Contracts" by root A Card-Carrying Contract may have its own Cardbooks. Its cards cannot be dealt to non-members. The Notary may transfer its cards as it permits. It cannot contain scoring instructions. It may be modified by its Notary with 2 support and without 2 objections. "Officer Boon Reduction" by root Double Boons of Public Service, award portions (rounded to integers) for partial-month service, increase them further for extreme paperwork (Deckmastor), and remove them for zero paperwork (Justiciar). "Property Protection Act" by OscarMeyr Property, ownership, and transfers are generally defined. Property cannot be transferred to an entity without an executor. "The Island" by Manu The Island is a 15x15 grid of acres, tracked by the Office of Landlor. A player may take ownership of an acre if e has not owned one for at least a week, one of eir proposals is adopted, or the rules otherwise allow it. Inactive players lose their acres. The Agorat makes a random chess king's move every 48 hours. The owner of its destination (if any) loses it. Create some cards affecting the Island. "The return of the Scorekeeper" by OscarMeyr The Scorekeeper is an office. Transfer score duties from Deckmastor to Scorekeeper. "The Speaker is Proclaimed by The People" by Goethe Any non-pope cardinal may install the pope as Speaker. The ADoP is not excluded from being a cardinal. "The Unruly Mob" by Murphy There is a villager for each player, tracked by the Registrar, with initial orthodoxy random.
